To assess the quality and the outcomes of a participation process taking place both online and offline, I collaborated with a political scientist in this evaluation project.
In the participation process “Bürgerforum 2009 Europa”, 350 randomly selected German citizens worked together in a citizen dialog taking place both online and offline. The process was facilitated by the online participation pioneers Zebralog.
The “Bürgerforum” is a type of participation process promoted by the Bertelsmann Foundation, the Ludwig-Erhard Foundation, and the Heinz Nixdorf Foundation. Under the roof of the European Institute for Public Participation, we (a team of two evaluators) assessed the quality of the process itself as well as its outcomes – from both perspectives, political science and psychology.
